If you are doing this in 3ds max go to the scaler tool.

In some cases you need to collapse the mesh, then select all of the polygons of vertecies and scale them, because if you check the model properties it doesnt increase without you selecting the faces or vertecies or whatever.

which halo? if its halo 2 you can get a plugin for it
