No, you cannot be IP banned for anonymous FTP access, that is how everyone does FTP if there is not an account for them. if you were IP banned then you would not be able to connect at all. I would check your wireless signal and make sure there is nothing on the site that might give the wireless trouble with downloading to your computer.

i was going to say to check your %windows%\system32\drivers\etc\hosts.conf, but if the problem is only on wireless, check your router's config, because it might have a setting somewhere blocking that website.
ASPARTAME: in your diet soda and artificial sweeteners. also, it's obviously completely safe. it's not like it will cause tumors or anything. >.>

I checked it anyways, its there. >_> The wireless routers fine, and now its not just the wireless, its both wired and wireless now.

Edit: Never mind about the second site thing. But if its any help, this is what Firefox says:
