Another Video Capture Problem

In my attempt to spend as little money as possible, I bought a Chinese sweat shop made USB EasyCap Video Capture device. However, I live in England, and instead of having the nice, simple NTSC system, somebody thought it would be a good idea to have PAL 50 and PAL 60 video outputs. Halo 3 requires PAL 60 to run, but my rubbish video capture "device" won't support it. I tried following this tutorial:

The problem is, I don't have the option to switch it to "NTSC 433" or the rubbish "PAL 60" one. All the other video input options are there, but those 2 are missing from the list. Any ideas?

If you have a video recorder with multi-system (supporting NTSC/PAL switch) you can input the xbox into the video recorder then output it again (with PAL 60 for instance) and back into the capturing device.

No idea why they are missing though.
