The basic explanation for the story after Halo 3 is that it's done with this story. If the story of Master Chief saving the planet and humanity from the Covenant, and later, the Flood was written in a book, Halo 3 would be the concluding chapter. Halo isn't done, just Master Chief's basic storyline that we've come to know is done. There's plenty left for them to explore in the Halo universe, but right now Master Chief is taking a break. Another good example of what they mean by 'this is the conclusion of this story arc' is what Rooster Teeth did with Red vs. Blue. They repeated many times that the latest season was the end of The Blood Gulch Chronicles. Later, they release a new series, Reconstruction, which is taking place in the same story, with the same characters, but has an entirely different plot, for the most part. The story of the Red Army vs. the Blue Army and seeking out Omega is over, they went on to face a new threat. Elements are tying the stories together, but the core of the new series is entirely different. I'm not really sure where I'm going with this anymore. Basically Master Chief saved humanity and stopped the Flood, and the conflict with the Covenant has been resolved, the next stories they tell about Master Chief (If they continue with him, as opposed to picking up other characters in the Halo universe) will not be about the aforementioned topics. The Flood is done, the Covenant are not at war with humanity anymore, etc.
This all just feels like rambling. It makes sense to me, but I don't have the words to explain it. Just take it as the major, key topics of the Halo story we played in Halo 1/2/3 are resolved now.

That's an incredibly closed-minded approach to real time strategy games. Apparently Starcraft is also a horrible, horrible game because it isn't set in WW2 or the Middle Ages.

It isn't being changed. Imagine if you read three books on a story, and then a movie came out explaining a different part of the story. I don't have a much better analogy than that off the top of my head, so work with me here. It isn't like you're undoing the previous work, you're just taking an alternate route to explain certain parts of the story in a way that's fresh to the reader and will encourage other people, who may like movies more than books, to go take up those books for more information.
