Photoshop isn't the issue there. You've taken a generic picture in a dark place. You pose, placement(/environment) and lighting is what you need to work on

it would have been lighter but i took the picture off of a mod i am making for coagulation. Its a night time theme that is still in the making.

I think you could do that...something like the Plasma Rifle freeze from Halo 2 Combat Evolved...just have it be really strong or something. I don't know exactly
how to do that...but it may be possible.
