It's a random green orb that appears once the Prophet of Regret is spawned. It disappears when he dies as well.

DarkHelmet discovered it an incredibly long time ago when he was experimenting with grenade+sputnik+box launching in front of the building where you fight Regret.

Yes, it is a solid object, it can be moved if you walk up to it and "push".

All they had to do was rotate a single bone.
They UV map areas that we never can get too without modding, why not rotate a single bone? And in such a cutscene, not very Bungie. :?

That is pretty strange, it's almost like they expect kids to get out of their levels and see their sweet scenery! :P
