[Strange] Weird pic I found...

I was really unsure whether or not i should post this, because, I know I would instantly call it a fake If i saw it...

Using the excellent screencap trainer, I was moving the debug cam around the cutscenes in the campaign, when I noticed this topless guy in a crowd of covenant, it was a weird 2d image, low resolution and you couldnt move around it, e.g. wherever you were it faced you.

Here's some pics, tell me what you think it is, 'cos i have no clue!
