If you don't know what you can do with one (and don't even know what a .xex is) you probably shouldn't be getting one.

I agree with Kirk.
It's not just buy a Dev-Kit and free mods for you.

A devkit doesn't give you magical modding powers. You don't put in Halo 3 and have a list opened up of mods. Like Kirk said, if you really aren't a "smart modder" you shouldn't even waste your money.

That, and the fact that unless you magically got your hands on some game xex's that were converted and resigned for dev-kit, you're stuck with homebrew only.

RRoD is no problem...But I hear The cables are specific using retail can damage the console?

If you have no modified XEX, you can't mod with a devkit. And seeing as how you apparently don't know anything about modding, nobody's going to supply you said XEX and information about how to mod. You'd be spending $700 on something you can't use for anything worthwhile.

powerbricks for debug kits are different from retail kits, and will probably cook a retail if used

If it doesn't have a sidecar it can use any PSU, and Korn I think it doesn't brick it it just has more extra amps so It can power the sidecar

Max said someone at Bungie literally blew up a devkit when he tried using a retail power supply.
