The First Modded skinned Map for H3?

Well I came across a thread on bungie.net and talked about a Skinned Vanhalla mod heres wat it said...

I don't know if this is true or possible so i'm wondering if you guys can clear some things up. If you want to see the thread, you can go here:Some modders somewhere were able to reskin Valhalla with snow to resemble Avalanche. While there are no signs of any reskinned vehicles, the reskin of the map itself is truely beautiful. According to the source of the pics the creator must have a dev kit, so this is could be a personal project for some smaller dev (or just a really lucky modder). A few Bungie employees even stopped by the thread to check it out and give their opinions (not overly impressed). While modding will always be a controversial issue, it seems hard to find any faults with fun projects like this.

Sorry if this has already been posted, i found it on another website and had to post it!! So what does everyone think?? Do you think modding like this should be allowed?
