He hasn't broken any major rules but he is abusing his posting privileges, I'm sick of him spamming and typing nonsense, each post I see from him is pointless and off topic and contains many grammar errors and it's hard to tell what he is talking about as it is.

We can't do anything against anyone for the way they write on a forum, unless they're insulting people every post (or things of that nature. You know what I mean.).
That one post that you mentioned was taken care of...Tural locked the topic. Situation over.
I don't really see how this registers as a complaint or a suggestion to be posted in this forum. If you want to tell an individual user to do something, talk to them about it personally (PMs, IMs, email, whatever), instead of making a topic about it here. Locked for those purposes.
