Could there be an Art Studio [board] for Halo 2 Vista [like there was for CE]?

The Art Studio section is intended for all of the Halo games. Tags on your topic titles indicate which game the work is for.

Why isn't it in a more appropriate forum then? Like 'Other Downloads' or the Cafe?

I don't know. It's one of the things we mentioned after the merge, but was just never done.
