Rule Conflictions

In the universal rules it says that avatars must be maximum of 80x80 and 10kb maximum and cannot contain annoying animations. But it in the Signature and Avatar rules it says that its 90x90 and 25 kb max and may contain animations. Which is the right one?
My real name is a Mammoth, if someone who cares sees this, please change my name to a Mammoth

We're working on completely rewriting the rules. For now, abide by the Universal.
