anyways, sounds like a cool business idea. i have some ideas for you;
1. definatley have some music/playlist/jukebox

in the backround, and have speakers outside for people on the sidewalk to hear
2. a miscellanious freebie thing would be a good idea as well
3. althoguh it might be expensive, u will have to keep the parts new in order for people to come back. eventually people will not want have have to pay to play a computer when they can play a better on for free at home
4. if you cannot afford all those parts for idea #3, have 2 kind of rates going, more expensive to play nicer computer and cheaper for not as nice computers.
5. have a big screen TV or a projection in the front of the store to show real-time gaming from on of the customers or a demo of a game, or just stuff about compter stuff...you could also put "this TV" in the front window to attract customers.
