Now i was playing normal co-op with my friend at crows nest.
The level had just started and my friend decided to grab a weapon and return to the start of the level, He then went up to miranda keyes was and was getting ready to shoot everyone expect me.
Meanwhile me as the weaponless arbriter decided to look at the marines.
I decided to press the Meele button knowning nothing would happen but suddenly my shadow decided to movie.
I looked at my shadow to find the arbriter was meeleing with no weapons, whats more it didn't harm any objects. I then got my friend to zoom in on me to find this meele i was doing was the same meele the elites did in HALO.
Now it was at the start of the level
He were on Legendary.
and we had the IWOBYD skull on.
Anyone care to enlighten me on this...

That's just what it does. It's supposed to do that. There's nothing unusual or interesting about it. It's just a melee animation. That is part of the game. The game uses animations. When you trigger an event, it utilizes the appropriate animation. Models have animations for when they are not wielding a weapon. There is nothing special about it whatsoever.

Unarmed elites use their "Computer weapon" animations. They look around, sniff the air, and if you hit melee, do their classic melee animation. You'll see this if you use a modded gametype that starts you with a turret weapon that you can drop. Play as an elite, stand still for ten seconds or so, then watch in theater mode.
The arbiter doesn't look around or sniff the air even when he's computer-controlled, which is why the only "computer" animation he did was the melee.
Basically, old.

Elites can melee with no weapons (but deal no damage), but Spartans can not. Elites are also unable to use equipment when riding on a Hornet...
If I remember correctly, you could mod Halo 2 gametypes to start with no weapon, and elites couldn't throw grenades.

The case with Spartans being due to there being no non-player Spartans, and as such, no need for such an animation to be in-game.
Don't know about the Hornet issue. That sounds like a design flaw, not an animation issue as this thread is about.
Elites could throw grenades with no weapons equipped. When doing so, they used the full, NPC animation, in which they reel back their arm slowly and throw forward 1-2 seconds after the trigger press. My memory may not be correct here, it may have just been in Campaign, but it was possible for a player using an Elite model (Be it MP character or SP Arbiter) to throw a grenade with no weapon, the animation was there and functioned.
