custom games online question

i know you need gold for matchmaking but do you need gold for custom online games such as custom game types and stuff. and forge.

Well, I have a silver account and when I go into Halo 3 Custom Games Lobby and try to change the network to Xbox Live, it says that the account cannot play on Xbox Live.

You can't. My brother's Gold membership expired and he cannot play any type of game online without Gold.
