Halo2 vista weapon mods

Is it possible? I've seen people mod the projectiles of a weapon... Can that be done? If so can I please be linked to a tutorial or guide?

Well I haven't seen it but I heard it. And someone said something about using guerrilla to do it. Is there a program like dot halo for vista?
