Seeing as there are people here who can actually look at the maps on the inside, how do we not know what this does? Haven't we been able to extract the scripts from maps? Surely we can find out what this thing does...

uhm...no im sure it was put there for a reason, just like the hippos, and the odd coralation of numbers seeming to have something to do with "7", like 343 guilty spark = 7*7*7.

then how come in the movie by getting the skulls from different maps it activates the switch in Delta Halo? that theres is proving you can have something from one map effect another. even though it is a skull there still not in the same map.

Pressing the button activates a script that modifies a game variable that is most likely part of the player's profile, or just some other global variable. This variable effects game play in some way.
The skulls work just like that - you pick them up, a continuous script detects it, and something happens, such as changing the different parts of the game (replacing flash light with camo, etc)
EDIT:
Also, something about all those people on other forums who say it's there for the next level, please, for a brief moment, laugh in there faces. As a CE mapper, I know that only BSP is reused in the next level, there are no remains from the scenario, and there wouldn't need to be.
