Download Halo Creator Vs. 1.7

Details: A top-down, Halo based game. Simple controls, and interface. Select your unit button, and click on the screen to create it. You can D&D the units once you create them. Arrows or WASD to move, click to shoot.
D&D with mouse.

Save and loading is a lot better, they save as their own file type(.hcl) and open a window to let you browse for saves.
