in cityscape get a pistol and a rocket launcher. Go to a ghot and fire a whole 12 round clip into the gas tank thing on the side. Then go to the front of the Ghost and shoot a rocket at it. When the ghost blows up, it sends out alot of debris, one of those pieces of debris is it's primary gun. You will know ur standing on it when it sais something about picking up a brute shot It has a batter of 100 like normal but it has no overheat. It's pretty cool.

Yep, it was meant to do that, I think that was one of Knave's major accomplishments was making a destructed vehicle's weapon available.

No, not in any current maps, but in Zenon's Zentation mod for Halo 2, if you kill a Banshee, you can pick up it's Sentinel Beam.

... he could make the tank blow up and you pick up the turret if he wanted to

Sentinels already drop their weapon when they die....

Oh, heheh, my bad, that could be possible, just make the Sentinel's be holding their gun just like any other soldier.
