ok heres what u gotta do, go to the wheel not get on the side closet to where u get the sniper rifle, now turn to face the outside of the wheel, crouch and walk forward to it, now let go of crouch and turn to your left, all the way around, then jump off the ledge and hit the railing on the sniper area, right before u hit the area melee with your weapon while holding a the whole time, it should send u flying back and on top of the wheel

Fairly old, and the melee is unnecessary, but yeah. Useful jump.
