If you added the weapons in the waepons palate then that's wrong you need to add them through game data. Item_collection are the weapons.

To Structure you need to use tool through command prompt so you have to open command prompt and navigate to youe CE dictory and type tool then it should show you the list of commands then one you want is tool structure levels\test\mapfolder map o and the map you are going to structure has to be Jms ...
