no, it isnt illiagal.

the reasons are:

paulus only gave it too the people he trusts, if he gave it too everyone then, people will use it for the wrong reasons.

like cheating, useing the debug camera too see were everyone is.

then halo CE is ruined.

2)select the ppf file for the skin

3)apply the patch to bitmaps.map

ISO you put in bitmaps
